Chris, the answer to your question is that nobody gives dist7 points. The pilot earns them at a contest & the dist7 points are based on that, so no club or org. gives them out.

I would like to make this point, and maybe those members of the BOD in the NSRCA can correct me if I am wrong.
The NSRCA is the Special Interest Group for the R/C Aerobatics Event and has been assigned as the SIG for Indoor Aerobatics. I am not completely familiar with the requirements for becoming a SIG within the AMA. But I'll bet part of it is to abide by and enforce the AMA Competition Regulations. It might be that the AMA would look dimly at the NSRCA punishing a club by trying to invalidate their contest even though that club is running their events totally within the AMA Competition Regulations.
Something to think about.
