I don’t think Proposal 18-7 actually fixes a problem. If we assume that the top three seeded pilots determine the level of competition within a group as the proposal states, then the proposal does change the most disadvantaged group (the groups seeing the most difficult level of competition) from A to C. But it also changes the most advantaged group from D to B. The net effect is that it skews the scores higher for A and B and we’ve just moved the “problem” from one group to another.
