I don't know if the NSRCA is going to submit a group of proposals as done in
the past. It works either way.

What's the process for submitting a proposal?  I think the discussion
(a.k.a. hornets nest) I kicked a few weeks ago re: telemetry ended with some
excellent language that could easily be turned into a rules proposal.
