[NSRCA-discussion] 2012 13 AMA rules change proposals

What's the process for submitting a proposal?  I think the discussion
(a.k.a. hornets nest) I kicked a few weeks ago re: telemetry ended with
some excellent language that could easily be turned into a rules proposal.
