John,

Check and make sure the valve cover does not have any high spot. Use real fine sand paper and wet sand the valve cover on a flat service. Also, examine the check valve right next to the glow plug, it has known to leak fuel. 

If all else fail, you may have to replace all gaskets and O rings.
