Just after I wrote this I found the error of my ways.
It's embarrassing.
I put the damn pump valves in incorrectly.
I've had this thing apart many times and didn't notice it until just now.
I found a good way to check the pump operation when it's off the engine.
Put both push rods in and move them back and forth while holding the pump
body with the other hand.  It makes an audible sound if working correctly.
If you connect a fuel source to it, fuel will flow out of the other fitting.

Anyway, I get a big DUH for this one.
I'll let you know if it starts.
