It is exactly a capacitor.

It might delay the droop in voltage due to sudden high load on a servo long 
enough for the power demand to reduce.

Just the fact that they are selling a big capacitor to try to keep the 
Spectrum from resetting under load indicates that the spectrum has a 
problem.
