It is a capacitor and stores electrical charge just like a battery.
Generally they have very low internal resistance and therefore can deliver a
lot of current but for only a very short time.  If you had a situation where
your receiver/servos pulled very high current for a millisecond of two and
that resulted in your supply voltage be it battery or BEC, dropping below
some critical voltage like 3.2 volts, the capacitor might be able to supply
the current and prevent the voltage drop.  One would need to look at the
application to see how effective it might be.  The best solution to this
kind of problem is to have what is called a stiff source meaning the output
voltage doesn't drop much under high current demands.  Hope this helps.
