I would mismatch the elevators to make each half equal in degrees of incidence and then align wing to this angle. Keep both halves of wings the same and hope the ailerons are matched in flight.Any way you do this other than breaking the stabs and re aligning them is going to cause flight problems every time you use elevator.
Fix the stab and start over.
