Judging Controversy - Part 3

Joe: I haven't gotten #2 of this informative article by Mr. Granelli.  
But, it states in part 1 that "The FAI chooses the judge, etc. etc. from 
a list provided by the AMA."  Makes perfect sense.
Then in part 3 it says that the AMA President, (presumably Dave Brown) 
selected Bob Noll.  Who was/is it, really?  It seems a contradiction or 
conflict of conditions.  In the final analysis, was it Dave Brown of the 
FAI?  It isn't that I have any axe to grind; I'm just interested.  Oh, 
BTW:  I'm certainly not questioning Bob Noll's qualifications.
Thanks for any elucidation.  I'm learning a lot.
