Where are you measuring a 19.75" pipe? to the high point? to the 1st baffle?

Cox has been a wreck. I just got this rpm message NOW (5:30 am,
Weds)....Dean, Vicente, my OS 1.60 on 15% with the Mac's 1290 at 19.75
turned Lockharts 15.75 x 12 three blade at 8160. A different flavor of 15%
ran 7920.
Way too much. I've ordered the 13 pitch and will try it.
