Lithium Rules changes

Lance, the report has several cases where there were problems,fires in container packs on air carriers, or packed for flight, freight I assume. Sounds like they are aimed at the shipment of large quantities for manufacturers, not individual batteries. Just like with any other hazardous cargo, gotta have controls, and modify them as you get smarter.

  so why create a law to constrain only loose, non-rechargable lithium batteries?  Who carries these around? This doesn't seem to me to have been much of a risk in the first place. Either there was a freak accident that this law is addressing, or its a foot in the door.

    And it does not apply to primary batteries carried in personal luggage for personal use.

    Can you imagine all the laptop users and people with cell phones not being able to carry them!
