Lithium Rules changes

It seems lithium batteries are classed as hazardous cargo.  Of couse the FAA has to protect us from the mis-handling of dangerous cargo.  This is part of their reason to exist.  After all, Mama knows best.  Anyway, looking into why these batteries are classed as hazardous cargo, may shed some light on the subject.

  so why create a law to constrain only loose, non-rechargable lithium batteries?  Who carries these around? This doesn't seem to me to have been much of a risk in the first place. Either there was a freak accident that this law is addressing, or its a foot in the door.

    And it does not apply to primary batteries carried in personal luggage for personal use.

    Can you imagine all the laptop users and people with cell phones not being able to carry them!
