I'm not picking on Mark here (really!), BUT I keep hearing about ideas
that people have which didn't quite rise to the level of them being
sufficiently motivated to actually submit a rule change proposal.
Trust me - If you think a rule change proposal should be made - Do it.
Don't expect that someone else will read your mind and submit it for
you. There is no such proposal in the correct mix.
