4 pt roll

Agree,  hesitations must be equal or there is downgrade for
each one that's different.   Roll rate between them must be
equal.   If judge finds a point poorly defined, it's a downgrade.
If judge finds that a point is missing, there is severe downgrade
of 5 points or more.
