Harry,
Your rpm is way too low assuming the tach is working properly.  To make sure
try others' tach.

Did you have that RPM since the beginning?
My 63 with APC 12x7 turns 11K rich with Magnum #1.
Do you have any leak on the head?
You may want to check out the engine.
