I'd  guess you  are 1,000 to 2,000  rpm short.
Are you sure of the tach  calibration?

  Hi All,   I have a YS 63 FZ. I have run 3 gals. of YS 20-20 fuel through it using a 12x6 APC prop.  The best RPM I can get is 7,900.    Is this normal or should I be getting more RPMs.  Any suggestions?   Thank you.  Harry
