[NSRCA-dist8] D8 Championship

OK guys I received lots of helpful input on the D8 Championship points
issue and number of throw-outs. So based on pretty close to a unanimous
dissension, we will leave the last Richland contest as our "double point"
Championship event, with Medford counting as single points toward class
Championship.

Also, we will have one throw-out this year for D8 Champs.
