[NSRCA-dist8] 2015 contest schedule

I agree with the idea of six contests; but would like to add I think it is
important we keep all our contests, they offer "pattern" exposure to a lot
of clubs in the Northwest. My suggestion is to hold some of our current
contests every other year on a rotational basis. This way contests can
easily added and subtracted from the mix.

Something I have thought about doing with the Boise contest is to find a
place in eastern Idaho to hold it every other year. A contest further east
would not have to give any consideration to the main D8 schedule because of
sheer distance for most of our ranks. Montana and Wyoming are D8 too.
