[NSRCA-dist1] F3A Team Selection

In my opinion, the entire reason for having team trials is to identify 
the top best pilots at about the time it is needed.  Pilots situation 
may change over the course of two years such that a previous not-top 
pilot could become better than the last top pilot from prior years.  
Furthermore, it is also possible for a top pilot to lose his/her edge 
due to personal changes in his/her life over time that results in 
reduced practice time and proficiency.  These are the reasons why I 
personally endorse conducting another set of team trials to identify the 
2023 USA F3A team as the best representatives for USA. If we don't do 
this consistently, then we might as well simply use the same team 
members forever and never consider the possibility that they are not the 
best possible USA representatives.
