I have researched this reasonably thoroughly and concluded that the centered top hat is no longer required to have equal length legs in AMA.  The last reference to them being equal was in 2009.  The current AMA Competition Regulations doesn’t mention the top hat and the current maneuver description says nothing about them being equal.  The maneuver must start and end at the same altitude so the verticals need to be the same.  Conclusion: top leg not required to be equal to verticals.

As Chair of the sequence committee the intent was that the maneuver be square, equal horizontal and vertical.  I have searched for the maneuver descriptions that include that the horizontal segment of any top hat must be inverted and I I was unable to find that reference (everyone agrees on this point).  I  believe that there is also a reference to the line lengths on a center top hat maneuver being equal.  Pretty sure that they have always been so in the past.  If anyone can find that document that discusses top hats please let me know.

I apologize for not including that downgrade in the maneuver descriptions.  (another vote for having a document with basic downgrades for each maneuver type for future sequence committees to use.)

If not including the downgrade in the maneuver description changes the maneuver that was intended, I also apologize for the oversight.

I'm with Stuart on the end box top hat from top.  Turnaround maneuvers don't need to have equal entry and exit altitudes.  End box top hats need only have an identifiable line at top/bottom.
