Not going to jump down their throat and I doubt they even know they did something wrong.

Easier to just put a fraud alert on my card and sigh a sigh of resignation.

Just be aware that if you're filling out a PDF online and submitting it through their website, it could still be secure.  You definitely want to look for https:  in the URL however.  If the website is contained on premise and then sent through their Exchange server internally, it is unlikely that your information is in jeopardy.   There are still a ton of variables there that are unknown and typically, email is not secure at all.  Before jumping down their throat, I'd ask what the path of that submission is.  Like I said, there is a possibility the information is safe but as a rule, this is not smart.

Email and included attachment(s) are NOT a secure way to send personal information!  In order for it to be secure, it must be encrypted.  If you don't see "https", it's not secure.  Additionally, there are different levels of TLS certificates.
