[NSRCA-discussion] Removing FAI F from local contests

I used to push for F being flown in District 3. After 2 years of very few contests because no one flies F3A I'm game for P only F3A in D3. Back when it was only P locally, I would fly F on Sundays and either just 0 the rounds or have my scores put on the P sheets. I don't recall it making a difference in results, but for everyone it worked out well. We had more F3A competitors and I (and a few others) got to fly F and get scored.
