[NSRCA-discussion] Removing FAI F from local contests

No.  In master scoring you would go to the PILOT on the "people" record and
change the sequence to F-17 after round 4 is complete, those pilots that
opted for F would get the F sequence, an F scoresheet (or the scribe would
play F maneuvers in the judges ear) and the F K-factors.
