Hi John,
The submittal to the Contest Board will include for each proposal a recommendation, indicating either support or non-support, and the logic behind the recommendation.
Re: the committee not generating any of its own proposals isn't due to any new NSRCA Policy, rather it’s reflective of the time critically of the task at hand and my not wanting to place any additional work demands on the committee beyond that necessary to complete the immediate task.
My opinion, but not necessarily the opinion of the NSRCA Officers (I haven’t spoken with any of them about this), is that if a NSRCA member (or AMA member) feels strongly about an idea for a rule proposal - then they should consider submitting it themselves. There’s no need for a committee to get involved in writing the proposal. The NSRCA Rules proposal Committee should 1) remain focused on reviewing and commenting on proposals submitted by individuals and 2) act as a sounding board for individuals wanting NSRCA endorsement of their proposal to the AMA Contest Board. Individuals on the NSRCA Rules Proposal Committee can submit their own proposals (like anyone else), but it's up to the individual, not the committee to create the proposal.
There may be a time in the future where there’s several similar proposals submitted to solve a common problem, where none quite hit the mark, but combining selected elements of the several may make sense. If that happens I think we can put together a “consolidation” approach to resolving those situations but there’s no need (or time) to do that now. I’m not a big believer in solving problems that don’t exist, yet keeping an eye open to the possibility.
