[NSRCA-discussion] Data on past elections

We definitely get more votes in contested districts and elections than we
do in uncontested elections.  I can't recall the exact numbers but I know
in the contested president election at the end of 2012 we had around 600
votes cast and a 4 vote differential between the two candidates.  That was
a national election.

In the last contested election in D7, again, I don't have the exact figures
anywhere I can find, but there were on the order of 40 votes cast, with the
winning candidate receiving over 80% of the vote.  I cannot recall if Scott
was the secretary at the time or Charlie, one of them probably has the
exact figures in their e-mail archive at least.

Looking at the data for the current election to date, just under 50% of the
votes cast have been in the D7 contest, though in some cases people voted
in more than one district, in which case Charlie has to go figure out which
district should really apply from those ballots and eliminate the votes
from out of district.  Total voter turnout is running at slightly over 10%
of national membership so far.

Charlie can speak to the # of members in each district.

As a note on process, I actually found it somewhat disturbing that I could
not find published in the K-factor the *actual* vote tallies (just the
results of who was elected) from those elections I was looking for.  I
heard it anecdotally (not being directly involved with any election we've
run, past or present) and, being a numbers-oriented guy, the general flavor
"stuck" in my head as above.  I will endeavor to make sure that we publish
the results with actual numbers of votes in the February K-factor this year.
