I'm wondering if it is intended to correct the trick of starting the stall while still climbing under full power, thus yawing the aircraft in the direction of the stall before the actual stall starts? Like George, just thinking through keystrokes. lol

I've never seen that before either Don, but I wonder if it might be referencing "track"? If you're into a headwind
on the up leg, the down elevator track correction input would need to occur upon rotation completion (maybe a
whisker before ) in order to preserve vertical "track".
Don't really know for sure, just thinking out loud. I'm sure that others smarter than I will chime in.

What exactly is meant by "Model not pitched to vertical at start and finish of stall turn". It appears to mean that the pitch must be straightened from a wind corrected attitude (vertical attitude of the fuselage), however this downgrade is not listed for other stall turns maneuvers within the sequence, giving the impression it is unique to this maneuver.
