No.  It's for ALL MODEL AIRCRAFT, including control line (tethered
drones).  We are totally screwed!!!

If they just took AMA/CAA/BMFA/etc. #'s as valid registration they would
solve for the same thing.  If they really wanted to, they could just ask
AMA to provide data regarding their active members and impose a constraint
that AMA #'s can't be changed or reused.
