The Phillips screw locks the cover plug from turning. Once you have the plug
off you use the same 10mm Allen wrench to remove the hollow flange bolt
inside the header. There will; or should be two copper washers in there as
well. One between the header and head and one between the hollow bolt and
header.

that what I thought was a fastener, was just a cap.  I can turn it with a
big crescent wrench, but the header pipe runs into the carb before it turns
very far.  I've uploaded more photos at the link below.  For what it's
worth, the crankcase is stamped "FZ-140 S."

Having a similar problem with many head bolts over the years I found that a
solid rap top the head of the cap screw with a pin punch with a light ball
peen hammer usually loosened them.

Couple of possible options. If the socket is metric, try forcing on the
closest larger us size. You might also be able to cut a slot in it with a
cutoff wheel and use a large screwdriver to get it out. A photo for all to
see might help with ideas.

socket has been damaged a bit by previous installation and removal, to the
point where I can't get an allen wrench to hold tightly.  When I try to turn
it, the wrench slips.  Any suggestions for how to remove the header?
