Perhaps he should just lean the low speed needle so it will idle!

I haven't been reading this thread but it seems to go on and on so I assume there is no solution. As I understand it he wants to turn on the glow plug below a certain throttle setting. isn't it a simple matter of setting up a dual rate on the plug channel with two fixed values and switch between them using the throttle stick as the switch?
