[NSRCA-discussion] Executive Board voting

I made a mistake in the minutes.  The November minutes should read that we
need to get the voting on the website as soon as possible.  I'll let one of
the other 11 members respond to the rest.  I will get the meeting minutes
corrected immediately. My apologies for the mistake.
