[NSRCA-discussion] Executive Board voting

[Scott McHarg]

If a guy who wins the popular vote that is a write-in and that person
accepts the nomination, I would assume that person wins and takes the
office.  If the write-in declines, it would defer to the person with the
next largest amount of votes.
