[NSRCA-discussion] Rule Interpretation

I've seen it happen three times (I think).

When I was flying Intermediate in 2006, Paul Futey did this, I think Mike Greear did it in 2007 and I'm pretty sure Charles Simmons from D2 did it last year at the Nats. I don't see the big problem in it, I think it's more for the experience than anything else.
