They ARE frequency based.  However, the top eight pilots from last  
year are seeded, so that two are in each of the four groups.  That's  
why it is necessary to have a primary and a secondary frequency on  
the entry form.  The event director may tell an entrant that he's on  
his secondary frequency, so that the seeding will work.  2.4 GHz  
spread spectrum radios make it easier for the event director to seed  
the top pilots.
