The rules procedure is buried in this document:

Important dates:

March 15, 2010 - deadline for submittal of rules proposals
May 1, 2010 - Initial vote by Contest Board (ballots due to AMA)
May 31 - July 30 - Cross Proposals accepted
August 15, 2010 - Interim ballots due to AMA
September 15, 2010 - Final Ballots due at AMA.
September 30, 2010 - Final vote results posted.

Note that ALL this voting is done by the respective Contest Board 
Members. They can kill any proposal right at teh start wit the intial 
vote, or anywhere along the voting process.
