[NSRCA-discussion] Let us bicker about who can use the list

There are a lot of unsung heroes in NSRCA.  The way I see it is that,  
if everyone contributes a share of his/her expertise, nobody has an  
unbearable load to carry.  I encourage everyone to look around and do  
what they can to make our part of the hobby better.
