in theory =)

in practice, if you don't get it JUST right, the cable can come off the pulley on the loose side. I've used them before and it's just not my favorite.

  The real reason is that the cables are connected to the wheel on a line that is not on the center of rotation thereby eliminating one tight and one loose line allowing constant tension on both cables at all times.
