[NSRCA-discussion] FAI Judges for finals at the Nats

It's amazing how things come around.  In the 1996 Nats, NONE of the  
judges were pilots who were entered in the Nats.  Now we're talking  
of allowing people who are not entered in the Nats be a judge.

In fact, I believe that there's never been a Nats in which non-pilots  
didn't judge.  Thank goodness for them, because if they judge three  
half-day sessions, we need three fewer pilots to judge
