[NSRCA-discussion] Rules cycle update

STRONGLY STRONGLY agree with Lance.  Many of these got a very negative
reaction and like Lance, we voted them through to the next round expecting
modifications.  They won¹t get that ³break² this time with out a stronger
favorable response from each district.
