Are you saying it does not respond to throttle at all? Or just does not come up to full power?
Are you sure it is not the throttle servo? Also, I have seen someone fight a similar battle and it ended up being a bad cell in the airborne pack causing the battery-throttle failsafe to engage. But it should happen on the ground it that were the case.

OK this might cause some of you to think back into your memory banks but
my son is trying to fly a YS 120 AC powered Dalotel. It was back from
the old pattern days and I am not sure who made the kit (FG fuse). The
motor appears to be in good condition has good compression and starts
easily. It runs great for the first 5 minutes or so and then will not
throttle up. It has not died but loses throttle response. It does not
appear to be too lean and the tank holds pressure. The motor is not
real hot. The cylinder is touchable after landing. It seems to happen
consistently around 5 minutes into the flight. I figured it was a tank
problem but could not find any (changed the inside fuel line anyway).
The problem does not seem to be reproducible on the ground or at least I
didn't give it long enough to appear. After landing and not refilling
the tank the motor seems to run fine and the plane can be held in any
attitude. I assume that it must be something happening after part of it
heats up enough but I do not remember seeing this in my 120 days.
