John, are you using it in an absolute level manner or are you zeroing  
it on your reference measurement?  If your level read .25 degrees and  
you zero'd it, I would expect to see .5 when you turned it 180.  If it  
read .25 and you didn't zero it, it should read .25 in the other  
direction.
Find something or make something exactly level and repeat the test and  
report back.  it sounds like a great deal.
