This is the exact same idea that the NMP lithium ion charger works on.
The charger is a regulated 8.4V so when you hook the discharged 2 cell
lipo or li-ion pack to it it charges the same way. In the case of the
NMP charger it takes about an hour to fully charge the li-ion packs.
 
It can't over charge, it can't screw up the packs, as the packs only
take what they need, and the max voltage for the whole deal is 8.4V
which is the exact same voltage as the full charged pack. So its a
"bubba" proof system. I have been using this charger on my small 2 cell
lipos like the 1320's that I ran in my Euphoria at the NATS. Its works
great Plug it up go have dinner and when you came back out its charged
up.
 
The meter on the front of the NMP charge acts just like the Whatt meter
the guy in the video was using. 
 
I know the A123 cells are different than the lipos but they still charge
on constant voltage like Lipos.
 
Another thing you can do with the NMP charger is attach your balancer to
the pack and then use the charger to charge it up. Yes the balancer
doesn't talk to the charger but it will discharge the higher cell if
there is an imbalance at the same time the NMP charger is allowing
steady voltage to charge the entire pack to max voltage. The neat thing
about this charger is you can't set it wrong. There is nothing to set.
Nothing to adjust. Nothing for "bubba" to mechanic on.
 
The downside is that it only does 2 cell packs. But this is what we are
using for the model side of things.
 
I've used the NMP charger for about 5 years and never damaged a 2 cell
pack with it. I even thought about making one for the 3 cell foamy packs
I fly. It works the same way. Just provide a constant 12.6V to the pack
and then the meter shows the current flowing.
