[NSRCA-discussion] Rules change proposal

Hmmmmm. How do I say this? I originally had you sitting at a table
out in the parking lot by the Dumpster Dumpster at the 2007 Nats, but
several of your friends told me you were afraid of the dark, so I put
you in the lobby, where at least there was some light. However, one
more rules change proposal like that last one and you're back at a
table by the Dumpster Dumpster at the 2008 Nats.
