EZ-Outs don't work on taps
And its pretty hard to fnd an EZ out for screws smaller tha 1/4-20.
A tap is tool steel... very hard to drill its center without slipping off into the surrounding metal (which would be the end of the projexct...) Also the formation of the 3 grooves leaves you essentially no diameter available to drill into.
Mybe if it was a 1/2 inch tap and you had a diamond drill... mounted the part in a drill press and were REALLY good you could use an EZ-out to pull a broken tap.

Or if anyone has a solution to an 8-32 tap broken in exhaust port threads?
Yes an ez out should be able to remove that. Have you tried that?
