The current mindset seems to be that at the highest levels of
competition a 2M aircraft is a necessity and the lighter the better
(for understandable reasons).  A few years ago the mindset was you
needed a 4C power plant to be competitive and then Jason came along and
spanked folks flying an electric...

What if some national name came along with a great flying < 2M design
that came in at 8-9 lbs. with average components and building skills and
then set it up so it could be ballasted to fit the conditions (think
sailplane).  The 2M guys would be stuck with a light wing loading by
the weight restriction, but the < 2M design could increase their wing
loading in gusty conditions for a advantage.

Just food for thought...
