Lots of discussion.

If a bunch of Aussies can implement and use a (central) system, which we have been using for many, many years....surely you Guys have the technology as well? Now all you need to do is work on the National average idea and percentage promotional values thereof <VVBG> :)

If the application can update a contest results web page then we would have 
a national center for viewing results.  Since all districts publish this 
anyway, it would just be a matter of redirecting people to the central 
system.  I think after a short retraining period it would not be a problem.
