sorry, the balance delta should have read .005V, not .05V

after the initial flashing to indicate the number of cells (by the number  of 
lit red leds), the 210V will sporadically flash one or any number of red  
leds indicating it is discharging that particular cell to bring it in line  with 
the lower cells in the pack(s).  When the charge cycle is done, it  may 
continue to flash intermittently until they all stop flashing.  At  that point, the 
cells are all within .05V or each other.
