Its always the judges' responsibility to score what they see.
The only questions that arise about that is if the judge is scoring by the
book. Hopefully the judges are properly trained for that.
Thus... we have judge training seminars. (which also aid the pilots because
if they know what the judge is supposed to be looking for the pilot can be
more aware of what their manuvers SHOULD look like)
