Kelly,
If I'm understanding the suggestion, the idea is to flex the mount a bit by 
purposely misaligning the mount and teh nose ring.  Not a good idea for many 
reasons.  For brevity, I won't list them.  If your nose ring is properly 
mounted, it will keep the spinner in the right spot.  Moveing the back of 
the mount around will give you some thrustline adjustment.  Several times 
I've had to do this.  Just knock out the blind nuts and enlarge the mount 
holes in the firewall.  Make 1/8" a/c ply hole covers with blind nuts in 
them and loose mount the mount to them thru the firewall.  When you have the 
new alignment, thin CA tack them in place then folllow with epoxy.  You'll 
have perfect alignment.
