If 0 or 10 is the way it was in the rulebook... why did they make a point of saying they were going to deviate and score 0  or 10 at the pilot's meeting?

  0 or 10 has been the only score for takeoff and landing for several years now. If you want to quote the rule book make sure you are reading a current one.
